Gear window is stuck behind stats window.

The gear window is stuck behind the stats window, yesterday I was able to right-click and drag, today is not responding to that. Also someone mentioned to click on the paperdoll to bring the outfitter to the front... I don't know what that means... if its the white figure in between all the equiped items then no, that doesn't help.
