I'm on vacations and not able to check until mid of September. Install an older version or as the error is related to other actions check which one it is, like Research Assistant, SousChef, Inventory Insight, SetTracker (not supported any longer so please reinstall it) or CraftStore and tell me so I'm able to fix it after vacations....

The bottom bar is the keybinding abr and there wont be changes done to it as it will show ONLY if you open the menus.
If you place your other addon bars there it's a thing for them, sorry.
If you play and are in combat the bottom bar is not shown and you do not have this problem. But changing the keybind bar will result in problems...

Please disable the addon and ALL other addons!
Test if changing the addons manually in your addon manager ingame and at the character selection will work fine.

MAybe got to do with other addons in combination or with pChat sync feature of chat tabs, or even corrupted SavedVariables.
I had to move/resize it as you said and then it snapped to the position where it should by, all of sudden by magick ;) So i never both...

pChat will only allow to resize more than normal and to move it more than normal vanilla UI does, and it will remember it's position and size.

I've removed the ultimate button features again from this addon. It's not stable and causing some weird bugs here and there + compatibility with other addons is not given and I do not want to test them all :(
