is it possible to share my Addon Settings?

That is not easy. The addon settings are saved in "<My Documents>\Elder Scrolls Online\live\SavedVariables".
This files typically include your account name, your character names and/or IDs. They must be replace with your guild member's account name and character names/IDs.
So, you have to know what you are doing.

find and replace your @id with @id of your friend
zip and send to him

ask him to install joviex transfer addon
/jovast in chat and transfer settings from your hero name to his
