By chance is there anything out there for ESO like the Take Notes Journal Add on for Skyrim? I do a bit of Roleplaying and also be handy for specific locations found in game. If there is not a Add on like this would it be possible to make with the current API?

Maybe "Notebooks", "Notebook 2018" or "ZAM Notebook" are helping addons for you.
Try the addon search (top-right corner of this website) and type in "note" or anything else that will help you to find an addon with your needs.
