Finding Skill Values?

Hi,

I am trying to find the value of a certain skill, in this instance haggling. But I am unsure as to how to get it. Haggling has 4 levels and I need to find out which level the player has the skill at, if at all.

Any help would be greatly appreciated. TY. :)
