Since your last update on Monday June 20 I have not been able to launch my game, so do you have any fixes for this problem? my game was running fine until then.

since this update the launcher is using the x64 bit client on a x64 bit machine. Maybe this is your problem.
In this case:
Solution 1: Check your installed Software for VC++ runtime. Make sure each of it is install in x86 and x64.
Google for download links from Microsoft.
Solution 2: manually run eso.exe not eso64.exe

Solution 2a: Change the settings of the launcher to use 32bit client.

though I can get into the game, I am still crashing to login screen after a few minutes. It's either looting, opening a chest, or whistling for my horse. Battle does not affect a crash, so far.

Disable all addons first and retry. If it works, just re enable addons one by one, by testing few minutes to check if crash is gone.
