For AUI - Can health bars be set to "always" on?

Under my settings for the heads up display, they should still be always on, but they are only showing up in combat, or when one trait is getting low. Anyone know a fix? THANKS!

Sounds like the bars are using the standard game settings?
Check the ESO game settings if it's customized to only show in combat etc.
