The sales history uses lots of up server resources as it combines a lot of information about players, guilds and sales. When ZOS designed that feature, they never intended for users to keep requesting that data all the time. After MM and ATT became too wide-spread, they effectively turned into a DDOS attack on the server, making the game unplayable during primetime. So ZOS had two choices, either completely disable the history (which they did initially), or throttle it so addons can no longer automatically generate a request volume that destabilizes the server. They did say they will deliver a better solution which solves this problem at a later time, but we are still waiting for that since over a year.
