Did you use any arguments? I simply used the tool like this:

./EsoExtractData.exe ../eso.mnf ./export
(with the curren directory being Zenimax Online/The Elder Scrolls Online EU/depot/EsoExtractData_v0.26/)

Or is that the wrong file?
