Well it doesn't say its related to errors right? In fact this was added to figure out why infinite loading screens occured, since during that time you can't see whats happening. This way ZOS can ask for that file and find out whats going wrong. So before we end up having infinite loading screens and waiting for a patch so they can flip this thing on again, I'd say its better to keep it for support reasons. But maybe they could add some toggle for it somewhere...
