Not sure if it since the housing update, but today it is really awful at my side too.
Have a Ping: 7 ms, Download: 54.17 Mbps, Upload: 21.26 Mbps to Frankfurt right now (where the EU servers are) but in the game I see enemies with full life => no life and walk 10m per Update. So yes. Terrible lags...
