Can you try disabling windows firewall temporarily so we can see if that might be blocking Minions access? The error is http 403 forbidden on both the api and cdn url Minion uses. So something is blocking Minion from accessing those URL's on your system. It doesn't seem to be blocking your browser so thats why I am wondering if its the firewall.
- Click start and type 'firewall' into the 'search program files' input field.
- Select 'windows firewall' from the list.
- Click 'turn windows firewall on or off'
- Under 'Home' turn off windows firewall
- Under 'Public' turn off windows firewall
- Restart Minion and see if it works?
- If it works you can add Minion to your firewall white list. Just click on 'allow a program or feature through windows firewall'.
- click on 'allow another program'
- select 'Minion' from the list.
- click 'Add'
- re-enable your firewall
