Localizing an AddOn?

I don't see it yet, unless it is a CVar, so I am asking if there is an API to return the client's game locale?

I see these globals, but not sure if you can derive what you need from it.

CHAT_CATEGORY_ZONE_ENGLISH
CHAT_CATEGORY_ZONE_FRENCH
CHAT_CATEGORY_ZONE_GERMAN
