Learn To Create An Addon?

Hey all,

Just wondering how I could go about learning to create simple addons for ESO. Seems there's a decent bit of info out there for WoW, but not really ESO.

I'd just like to make a simple addon that makes a chime sound whenever you receive a whisper or someone in your party says something in chat, so I don't miss any text.

I have a bit of programming experience (PHP/Ruby on Rails), so I have an understanding of programming in general (variables, functions, etc) but I'm not sure where to start.

If someone would be so kind as to point me in the right direction (or even hold my hand a little) I'd really appreciate it. Then after I accomplish my chat sounds addon, I hope to slowly go on to bigger ones in the future.

The Developer Discussion section of the forums here has posts about addon creation. Start taking a look at those, plus the wiki has some basic discussion on how to create a simple addon.
