clear and transparent UI elements add-on?

So I recently came across a bug which changed many of my UI elements to have their background textures removed. I found that for many of the UI elements I actually really liked the look of this. I was curious if there are any existing add-ons that do this, and if not how difficult it would be to make it happen? I'll attach a few screenshots below just in case my description isn't painting a very good picture.

Clean UI might be of interest here. Sadly it currently produces a bug for me by removing the background textures from tooltips, making them hard to read.
