REST/JSON allowed?

I'm sure I'm not the first to think of it, but have a couple questions:

1. I assume it is possible to make REST/JSON calls from LUA?

2. Does ESO allow it?

The use would only simply to check a web service for data, not even that much data.

You cannot make calls to any resource outside of the game. The necessary Lua packages have been removed from the API.
