do you just want to know the time for a heavy attack?
if yes, there are two different and simple methods:

Option 1:
cast Auto heavy attacks... always at the same animationpoint start to take the time (with you watch, phone or smtg)... do the attack about 20 times and stop at the same animationpoint... also you Need to Count the cast..
TIME / ATTACKS = TIME FOR EACH HEAVY ATTACK

Option 2:
Take a Video and cast Auto heavy attacks.... after that you just Need to look to the timebar to check the casttime for each heavy attack

No, I'm asking if there are actual commands that can check that stuff for us and be use to make a castbar / swing timer like you see in other mmorpg's like in wow, here's an example: http://mods.curse.com/addons/wow/oddjorb-whammy

Srendarr author tryed to add this into his addon but he said it was not working as good as it shoud very inaccurate. Maybe you can ask him why and if he has leftovers of the code he tryed out.
