Old/Abandoned Addon Takeover?

I looked around but did not see any obvious answers. I apologize if I missed it.

Is there a procedure or proper way to take over and old addon in order to continue development on it? I of course want to include the original author in the details and credits but how should I handle this? Just keep the same name but upload it as a new version and new author?

Great! I am just looking at the code and plan on going through it today.

It is a pretty simple addon but I plan to add some features to it.

I am colorblind with certain colors and it so happens I just cannot tell the difference between the green items and the legendary items which as you can imagine really sucks!
