Ok here we go. I am looking for an addon that will put itemIds and spellIds into the tooltips for every appropriate item/spell. This addon will probably require a high amount of knowledge of how ZOS interface code is working, because one must "hack/hook" into every original tooltip text, so I am not able to do this myself (no time for coding/maintaining a second addon and learning more ZOS functionality right now). For those of you who are familiar with WoW, the addon I am implicitly referring to is IdTip

Maybe it is not that hard (only to find all relevant tooltip types and hook them).

This will add a line at the item tooltip. So I assume half of your request can be done by yourself by copy&paste
If you find the ability tooltips you could try it out the same way, maybe it works.
