Esohead's skill calc

I noticed on the skill calc that there's a spot for level.
But sliding it, or adjusting it in any way didn't change or seem to do anything.

I could build my guy but it still said level 1. So it didn't auto adjust.
And I could of course slide it to 50, but I'm not sure why I did that (ie: what it did).
What does that feature do?
