I have tested this with all addons I use enabled and with all disabled except for the following:
Wykkyd: Core Libraries v2.0
Wykkyd's Quest Tracker v 2.0.1.1
(installed by way of Wykkyd's Gaming Suite Version: 2014.11.04.002)
When Map is open selecting different Quests or while selecting different locations (maps) causes the Quest Tracker to flash visible for a second or two. (not the continuous blinking like before)
This also happens when the Journal is open and selecting different Quests to read. As well as when talking to an Quest NPC , select any option except for Goodbye causes the Quest Tracker to flash visible for a second or two.
