Description
Allows to change additional client configuration settings (UserSettings.txt) not handled by build-in UI.

Remarks
If you feel dissatisfied with the second main menu entry for "Addons", take a look at Harven's AS to LAM adapter.

Yep, you are right. It is missing. I add it.

/edit: Now, while working on it, I remember why I did not add it: Changing the client variable has no effect for me.

Yes, the value changes, but:
All other variable have an effect immediately. But you can stand in front of a waterfall with foams, turn it off and nothing happens. I relogged, no effect.

Partcle Density - Flames, things on the wall, etc. Setting it to lower than ultra you will see that not all torches are burning or the fireplace has no fire.
Max Antisotropy sharpens the floor, that gets blurry in the distance. As higher your screen resolution as less a lower value will distract you.
The others have a tooltip already.

Most impact has High Resolution Shadows=Off and Enable Player Stand-Ins with 32 per frame. It shortens the loading screen, but let you see a lot black stand-ins in a crowded city.

P.S. Yes I am aware of the other addon, but why should it be like this?

Some authors prefer one settings menu library over another. Just use the addon to unify to one submenu.
