discovered the answer to my own q! it does not, only the ones that are repeatable and don't expire!
The code of this addon is literally 4 lines in total:

Code:
local function MatchAllAntiquitiesWithLeads(antiquityData)
    return antiquityData:IsInProgress() or antiquityData:HasLead()
end

ZO_SCRYABLE_ANTIQUITY_ALL_LEADS_SUBCATEGORY_DATA:SetAntiquityFilterFunction(MatchAllAntiquitiesWithLeads)
What it means:

- Filter the "All Active Leads" category.
- Only show leads which you have begun scrying ("in progress") or where you've discovered the lead ("has lead").
- Thereby it hides all basic, permanently leads.
- If you begin scrying a basic, permanent lead, it WILL show up in the "All Active Leads" list, under the "In Progress" section at the top of the list.

The code is pretty brilliant in its simplicity and the way it perfectly cleans up the list in a smart way.
