Yep, there is not such a function and one would need to rely on a library that provides the map string names where one could build a table with the desired town string names and then compare them. It seems you've identified another shortcoming of the game that someone else can work to eliminate. :-)

This mod would benefit from detecting when the player location is a player home or city and offering the option to disable food warnings at that time. It would only need to test this condition upon instance or zone change. I doubt anyone has a need to maintain food buffs either in cities or player homes.
