For public dungeons this addon does track per-character completion of the skill point group challenge. For the other achievements (kill all bosses, complete all in a faction) again it is more personal preference, but the reward for those is now given globally so it really only makes sense to track progress globally in this addon....

Public dungeon achievements are still tracked as character specific in-game, and this is what Dungeon Tracker shows. If you go to the group tab and open Zone Guide you can browse through zones and achievements, and ones that are in blue and show a blue character head icon when opened are still character specific even after the update...
