Thanks Sharlikran. I tried out Questmap and it works great - the click to manually hide quest resolves the few quests Destinations thinks I haven't done even though I have. I kept Destinations but just turned off the quest giver portion, and now use Questmap as my quests addon.

One more sanity check to exclude addon conflicts - was using the usual stuff most ppl have, basically the what's hot list from esoui - CMX, Dolgubon's Lazy Writ, etc. But did same tests for swapping order, swapping type, and removal with all addons disabled except GQSB. Same results so looks like no conflict between addons.
