 Same title to give separate account and character custom title?

Much appreciated for this, though a bit confused on the limitations of which titles can be replaced, as the title attempts to summarize.
Is it the case that, Volunteer for example, can be used for an Account Wide title *as well* as the single character title? Or must they be two different titles?
