 Gamepad mode is off but still getting gamepad mode message

I'm getting a message that says that FCO doesn't work in gamepad mode and to turn it off. However, I'm not in gamepad mode (i.e. it is off). The only thing I can think that might be making this act improperly is that I'm in accessibility mode (I'm blind and need the verbal features that accessibility mode provides). Is there a work...
