 Unable to tuen modules off?

hi guys I'm new to ESO but ok with adding stuff ect... the thing that I'm having trouble with is turning off some of the different modules? even after it says "OFF" I reload the UI but the ones that I have turned off still show? does anyone know how or why this is happening or is it just because it needs an update for Blackwood, als...
