Srendarr should display the same long term buffs as you have in there.
Well, the issue is still here: long buffs are always visible despite of the fuction "only show during combat" is turn on.

so my game is now almost fully in russian, but when i paste cyrrilic messages, i still got caracter replacement strings (without pchat loaded) instead of my cyrrilic caracters..
Writing with cyrrilic is kinda tricky in ESO :)
