Thank you Kyoma! This proved that is is not, in fact, the mod that is causing the dismissal in front of the Rawl'kha Temple and presumably other places. The debug message comes up at the writ turn-in, but not when the pet dismisses at the Temple. Thanks for everyone's help.

Please make this auto-dismiss thing configurable. Some of us are considerate and do not want a mod deciding when we can have our pet out and when we can't.
