It seems to be just a change in an API call Change line 1690 from if AreActionBarsLocked() then to if ZO_ActionBar_AreActionBarsLocked() then Haven't done any extensive testing yet if something else is broken. But that allows swapping with hotkeys again. Tks for help us @muh This solved the problem.
