Is this a mod that is leftover or something?

Notice that there is an extra healthbar for the enemy when I mouse over the enemy. I can't figure out how to get rid of it. I tried to turn off all the mods and it was still there. Is it somewhere in the settings that I can't find or a part of a leftover mod or something?

Are you using the addon ReticleSettings? If so there is an option in the settings to remove the target frame.
