Current PTS Update 31.

Registering event EVENT_ACTION_SLOT_EFFECT_UPDATE won't fire the callback ever unless you have specific in game setting enabled.

Settings>Combat>Ability Bar Timers

Setting above enabled will make the event work.

This is not the case in Live.
