i guess it's wrong on french client too.
in my opinion the german translation is not correct. in french and in english it makes sense. but "Kugellagerer" is totally wrong. better would be: "Ballträger/Ballträgerin".

2. Attribute Bars

Extreme small health bar or wrong magicka bar width.
This occurs when using Witchmothers Potent Brew or Clockworks Citrus Filet or however the name is. Maybe others too. That happends after teleport and from time to time without reason.
