I changed my attributes all to hp and I had 2150 at level 43 went to pvp and now hp is at 1750 what's up with that

There's an option called battle scaling (enabled by default) that you can enable/disable when you're under level 50.

With it enabled, all your stats are put to set values -- even down.

Exit Cyrodiil, turn it off (Options > Gameplay, I think) and when you re-enter Cyrodiil you'll have the same stats you do outside.
