has anyone created an addon that will lock your toon level at a given point?

You mean like have it stay at level 10 for example? That's not something that can be done with an addon. You'd have to avoid gaining xp in order to do that, but you gain xp for almost anything you do ingame.

yes like that,,,was thinking a setting where u set the top limit for gain...why this...as u progress, you cannot access lower crafting items...if u can lock level at level 15, then u can always get iron etc. sure it wastes a toon at that level, but..iwas thinking an addon, that was instanced on leveling up, then cause the addon to kick in to check level against top limit, then sub 1 back to lower limit,

This is a server thing you cannot reach via client settings or addons. And to be honest: It would be very dangerous if anything could alter such relevant server data from client side,its like a cheat engine then.
Offline games would be able to implement such hacks, but online games shouldn't at all.

Just don't put additional points into the crafting profession that you want to get low level mats in, and you'll continue to get mats of that level (with a chance of higher level ones)
