Check the latest patch notes. ZOS removed it.

They're enabled by default if you have them checked.

That whole thing was just confusing. It has been removed. I don't see why you need it though you can enable any addon you like.

People would think if it said out of date it wouldn't work or that maybe the mod author wasn't maintaining the mod. Which is just ocd overthinking it when you don't need to. If the mod works then it's okay to use, if not then uninstall it.

I always wonder why ppl come here to report vanilla UI related, communicated changes, as addon issues :D
A good advice is to read the patch notes of the games you play first before thinking about addon problems:

Dolby and Cairenn (thanks for the service!) also provide you some major changes summarized here, for every major patch:

Addons
Removed the “Load Out of Date Addons” check box in order to fix the issue where it would uncheck itself after every new update. Now, if you have out of date addons and a new update comes out, you'll simply receive a notification.
So this would be another source to check before posting.

And if you still think it is an addon:
Turn all addons off, maybe logout and rename the AddOns folder to AddOns_backup and try with the vanilla UI.
