What in detail is minion not doing? The log file tells me it is updating or at least fetching your addon info properly and it was installing them. At least Lorebooks, Skyshards and others.

Be sure to right click the minion link and say "Run as administrator".

Did you try to reset the addon detection, redetect the game and addon folders?
You can achieve this by using the settings located at the top right corner of minion (gear-wheel icon).
