The path should be c:/users/your windows username/documents/elder scrolls online/live/AddOns.
If they show up ingame and you are able to enable them this sounds good so far.
What if you press ESC key and choose Addon settings, do you see Skyshards and/or Lorebooks in the list there and are able to configure them?
