If your total docuemnts folder is empty you either have not looked into the correct folder (maybe a different username, not the currently logged in or the one ESO was run with), or your windows is somehow really weird setup
Try the sreenshot trick OR as I wrote above search for the UserSettings.txt file with the change date and time of your login.
