Your addon path is set to C:\Users\S9Image\My Documents which isnt correct.
Here is how you can fix it:
1. Close Minion
2. Delete your minion.xml
3. Start Minion
4. When asked to add a game select ESO and navigate to:
C:\Users\S9Image\
Documents\Elder Scrolls Online\liveeu\AddOns (I assume you are on the EU mega server?)
*Keep in mind the folder name is Documents, not My Documents
