Norg-Tzel shows in the map list when we cannot even travel there outside of the Murkmire prologue quest, but maps like Eyevea or the Earth Forge which are actually accessible after the quest lines AND have crafting stations are missing. Aside from that one needs an addon to be able to use their wayshrines from the outside.

If the progression is of concern, maybe you could hide maps from the list until they are discovered by the player (but still let addons access the data).
