That is not the windows user Documents folder, sorry. If you already tried selecting it delete your minion.xml again and start over please.
You need to choose
Users
Then...
<your windows user name>
Then...
Documents (Not My Documents, Not Documents and Settings)
Then...
Elder Scrolls Online
Then...
liveeu (if you're on eu)
Then...
AddOns
