I saved the image as a transparent png. I used different PNG to DDS converter sites, Paint.NET, and even the Nvidia DDS plugin for Photoshop to convert the PNG to a DDS. Do you know what could cause it?
Does ESO require a specific DDS file setting to display?

What about the size? it must divisible by 8. If not even 2^n.
