Oh wow your minion.xml is really messed up. Windows must have crashed while Minion was writing to that file.
Go ahead and delete your minion.xml and restart Minion. It should get you back up and running
I'm going to add a ticket to add a feature where Minion checks if the config file is corrupt and makes a new one if so.
