You have setup yopur profile to neither want to receive emails nor private messages so telling us to send an email is, well, useless then,
as we are not able to see nor send anything to you.
Please read this as it describes similar about Minion updating fine but addons not shown ingame.

btw: Reinstallation of the game does not fix addon issues in 90% of the cases, imho. It could though, but I never achieved this with a re-install of ESO.
