I am wondering if you have something different in your AddOn folder permissions?

Can you navigate to your AddOn folder located C:\Users\<username>\documents\Elder Scrolls Online\live and then right click the AddOn folder and choose Properties. Go to the security tab and make sure every user listed under groups has Full control (as well as modify). Like shown in the attached picture:

(If it isnt and you correct it you may need to correct it recursively using the checkbox to do so or delete your addons and start over)
