Did you try the 32bit version as mentioned above (also run as administrator)?
The log file always ends at something like
Completed refresh for ''World of Warcraft''
Are you using Minion for World of Warcraft too?
If yes: Sorry cannot help.
If not: Delete the minon.xml file, use the 32bit version, run as admin, choose NOT to use world of warcraft (only TESO) from the selection dialog of games.
Or start minion, and check the settings circle at the top right corner on the main UI window -> reset the game path / game selection from the settings there.
