I love encoding things, made something similar when experimenting with sharing crafting trait research via guild member notes. Are you interested in suggestions for the encoding? Specifically, I'd try some Huffman coding so that you don't need 3 modes; it could make low-CP templates shorter, but also high-CP templates longer.
